When you are in the level you find the Boosters in the bottom here:
You can only buy those Boosters that you don't have. Like here for example it's only the Cross Blaster that is on zero and available to purchase.
Tap the Booster you are out of and want to buy and this menu will come up:
Here you can buy 1 Booster with the Pet Coins or bigger packages with the Gold Bars. Simply tap the package you want to buy.
If you don't have enough Pet Coins or Gold Bars to buy anything, you will need to buy more Gold Bars first. Pet Coins cannot be purchased, it's the free currency and can only be won and collected by playing the game.
The game will automatically ask you to buy more Gold Bars when tapping a package if you don't have enough to cover the purchase.

With regards to buying Boosters with coins -- It will be possible for you to buy extra boosters while you are playing a level.
For example, to buy a Hammer booster ---> Tap on the Hammer booster that is located in the bottom of the screen --> It will show you about 5 or 6 options to buy that Hammer, both with Coins and also with Gold Bars --> Click on the first option to buy with your coins
