Just as an example, how come one person playing the same level as me, will have 15 plus more moves

Ok on level 529, for example, someone else I know starts the level with 45 moves including the 2 extra moves. When I go into that same level I start with 25 moves and I can't seem to get through the level in that little amount of moves. Just curious as to why it's so different between players. (that person didn't buy extra moves or anything along those lines)

Would you mind me asking whether you are talking about the "Pet Puzzle" game OR some other game?  If it is Pet Puzzle, there should not be that much of a variation in the moves!!  But, if your friend has opened the gift box from one of the pets and received a booster of 2+ or 3+ moves, there could be variation with those few moves!! 

I need you to provide few details to understand the issue better and also for the team to look into the issue... 
1) Version of the game you and your friend has;
2) Screenshot of the level with the variation of moves;
3) What level is this and how many moves do you have?

Hi @liscod, welcome to our community! 
If you are seeing less moves than what the videos are showing that is because the video creators make these videos when the levels are first released. 
The studio monitors how the players are doing with them,  then they might "tweak" the levels depending on how many players clear the levels and how long it takes them to clear it.
