You should not need to reinstall Windows, just look up "Pet Rescue Saga" in your app/microsoft store and download it.

I am the same, I don't like using my phone for games. If you log in via facebook you'll have the same progress and gold (boosters and lives are stored on your device so do not transfer between devices) I've found that it does not take long to recollect boosters on a new device.

I don't think they actually 'pick and choose' but randomly a certain amount of players will not get specific events 😕
