Please check your app for updates including your mobile, if you're using it for the game. If there's update please do so and refresh the app and phone by restarting the device, wait for at least few minutes or more, then log back into the game, play a level and see if you can see lives from friend and try sending it to your friends.
The issue of receiving lives from and sending lives to your Facebook friends has been on-going for some time and still being fixed.
Alternately, you may just disconnect your device from the internet without exiting the game, wait for several minutes before reconnecting the device to the internet. Play a level and check your message box.
Happy trying and keep crushing those candies! ☺️

If you have playing Candy Crush Saga :
They are currently investigating why some players are not able to receive Lives in the game. Please note that there is a capacity limit now in the Lives inbox, find more info HERE. If you are under your limit though, you should be able to receive new Lives from friends. They are looking into this issue why no Lives are received of some players. They will keep you updated on this on the thread here. Thank you for your patience!
