Unfortunately events are only offered to random groups of players in order to keep game stability. They do get moved around though so you might have something he doesn't have at some point!

Thank you I see what you mean. That looks like possibly there is no connection, could you log out (only if you were saving progress) close the game completely and restart your phone. Open the game and log back in and see if you can access them then? You have enough bars so that's not the issue.
