Levels have been reshuffled within each episode recently. So the level you are playing will have had its number changed. Check all 15 levels in that same episode and you should find it.

Having taken on board the priority issue explained by MannyFae I have tried the level 25 times. The issue must be the lack of a lucky board in this level.
