Level 194 starts, says to bloom the big buds, then when I hit start, it tells me I am out of moves before the game even loads, is anyone else having this issue? Now all of my lives are gone!

Hello, I'm having trouble with level 103. No matter what I do, I can't win. When I tap on the chocolate fish power-ups, instead of helping, they move to unnecessary chocolates and prevent me from winning. Please address this so I can pass this level.
