My little bee here and I finally figured this out!

Spoiler Warning

Blossom and Beeanca cross over the bridge (they use only 2 minutes since it takes Beeanca 2 minutes). Then Blossom goes back to get both Queens and uses 1 minute. The two queens cross over the bridge and they use only 10 minutes (Pet Rescue Puzzle's Queen Bee needs 10 minutes). Beeanca goes back to get Blossom and uses 2 minutes to get back to her and then it takes 2 minutes to get to the other side of the bridge (Beeanca needs 2 minutes). It’s 2 + 1 + 10 + 2 + 2 = 17 minutes.

To be honest @firebombmarkus , I had to write it out to figure ot out. I couldn't keep the bees straight with their times! It was fun though.
