I have my settings on Public, but it still will not let me request more lives from friends.

Hi @Brenda_Moniz this seems to be related to whether you want to play on Facebook and not in the app. I don't play on Facebook and can only recommend the articles from our πHelp Center.
Have you ever tried to download the app to your computer and log in there with your Facebook account?
In the app, you get a booster every day and it's much more convenient to request lives from friends.2
