The boosters have been temporarily turned off while the design studio does some upgrades to the game. Kerp checking periodically for new updates.
As for the bars, the only way to receive gold bars in the game right now is to purchase them. The community has contests in which you have a chance to win gold bars. Check them out here:

@claire1969 Hi do the standard troubleshooting tips check for an update and log out of your game and restart your device. then log back in see if this improves your problem
I will tag @debrichmond as she knows far more about this game than me, just in case you have no improvement

Do you mean boosters and/or gold bars? No one is getting boosters or bars right now.

Yes @claire1969 No one is receiving boosters right now. Within the next few weeks the game should be updated and we should all be receiving boosters again.
