Level 25 cannot get 3 stars

I've been trying to get 3 stars on this level for 6 months - haven't had any trouble any other levels. Bug maybe?

Yeah I gave up on that one pretty quick, not really a bug though it's just that the score to achieve 3 stars is too high.
