BTW - I have already tried clearing the cache, forcing a stop, even clearing the data, and it's still always the exact same layout that drops.

Oh my god. I have the same problem like you, everytime I fail and start over, the flower layout is still the same.

Many of the levels are designed like that.
When I have trouble winning one, I try starting the game in a different place until I find way to get through.
You can also try watching YouTube videos of the level to see how others have tackled it.

I only have a few three stars. I'll look at it tonight and see if I can give you some pointers.

@debrichmond Nope. This only recently started on this level. I have been playing this level for a while and try to almost never use boosters. This level used to give a different pattern of random flowers each time. Suddenly last week, it kept giving the exact same flowers in the same place every time you try. Has to be a bug for that level and if @King Games doesn't want to fix it, then I am done with Blossom Blast.

@debrichmond Hi, I think you are misunderstanding.
At the previous update (no TOS), flowers fall with random color. But at the extremely bad update (with agreement of TOS), flower colors are exact like I have just failed the level before, even I close the game and restart.

Yes - your layout for 916 matches mine exactly. Until a couple of weeks ago, this level always reset completely randomly with each try.

download the version 46.0.1 then it will be a lot easier i played from there
