Hi @zainab786 the 'special' buildings you need are the ones you win after leveling up in Petopia. See this below (from your picture) it is what is called a special building in Petopia 🙂

@Oliver83w @zainab786 The 💙 appears as a reward after you've given them what they want. If you tap on it it will help fill your Petopia points meter so you can level up in Petopia more quickly. This is where they go:
