Because King wants to make you pay up for the boosts instead of getting them for free. Most players and community members take this as a fact, so it's no surprise.

Here's my guess: it is based on the winrate of the level *and the winrate of normal levels*. The person who grades the difficulty might look at the last 10 normal levels and marks the next level hard *if the winrate significantly decreases*. It is not based on raw winrate alone, and a good example is level 10. It's easy…
