Earlier I made a test with Level 28. There are 68 mint blocks but I kept one in the corner which doesn't have animal below. That mint block was destroyed during sugar crush, but the progress as you see only counted the other 67.

Next event is not announced. In the worst case it would skip that Jelly Queen again.

1941 seems promising for an ensured 70 blocks, however I remember that there are too many swirls following, that it has a low clear rate and doesn't work if you have other quests to go. Tried one game and I only get 60 yellow and 8 wrapped, far worse than 331 (wide board with 118 caramel), 338 (wide board with yellow) or…

Done. Recalls those insane levels where starting boosters are almost mandatory. I only remember that some people may get different setup of events (moves, layout, reward and so on) at the same time.

Late reply. 4567 has more mints but is hard to clear in daily frequency. Level 28 has 68 and is much easier.

After ckecking a few more times about some poprock levels, here is a partial solution. Level 701: Very easy with 30 moves and 64 blocks. Also lowest access with orange candies as well. Earlier I have reported hard locks with starting fish or sometimes an ability booster. Not even Sweet Streak or anything newer.
