UFOs are very helpful, especially against jellies and frostings, but they have their limitations too. If the jelly you needed to clear was hanging somewhere on its own, then it can't be destroyed. The Wrapped Candies can only be deployed over occupied cells.

I'm afraid you won't be getting one. Better just accept it and move on. No point expecting something and feeling disappointed for not getting it. If someday they finally fix this issue, as this is clearly a bug, you'll notice it in-game. Have fun crushin' candies! ☺️
