I am on level 83 and i never saw queen jelly. I went from level 33 to 83 in a couple of hours but never saw her

I am sorry to hear that you have not received the Jelly Queen event in your game!!  It has been few days since the Jelly Queen has appeared for the players who have her as of now! 

If you do not have the event by now, I am very sorry to say that, it means that you are not included in the players' list to receive her this time!!  I am copy & pasting the message posted by one of the game designers for your reference with this regards....
