By any chance, did you take a screenshot of the reward you have received? Usually, we receive stickers for some Lollipops and for the "friendly charged boosters". And, very few times, like @ffs mentioned, we receive a single life but NOT all!
We see the message "lives are refilled" ONLY when we spend our Gold Bars to refill the Lives OR collect (all 5) lives from friends. But, whole 5 lives would not be a reward from the "Dunk Cookie Challenge"!
Do you think you might have spent your Gold Bars (by accident) to refill your lives?

I'm pretty sure when you complete the 'Dunk the cookies' you recieve a heart which means you get ONE life and not all refilled.
