Is anyone else having a problem with losing Allen's balloons when you leave the game?

Allen keeps losing his balloons. I collect all five, leave the game, and when I come back, Allen has no balloons....and I have to start over again. And then the same thing keeps happening every time I leave the game and come back. I never leave in the middle of a level either. I always finish the level then exit from the main screen. This is getting frustrating. Any ideas.

“When Allen gets his balloon, the player will get rewards for each level you complete and use them at the beginning. If you lose or quit a level, Allen will lost almost all balloons, just one remains.”
