It just keeps saying downloading. I can use any of the other ones.

@annielynn79 Hi and welcome, This is normally a temporary issue with the costume downloading from the server. try restarting your device and then see if this solves your issue

I tried to solve problem by turning device off then back on. It is still trying to load. I have had this character for a few days. I have tried numerous time to use it. This is the first level it was the recommended character.
