A lot of players are facing this issue at the moment due to some facebook related settings. I hope soon we will have a fix on it. Thanks for having patience.

Understood that you are not able to send lives still even though your app is up to date. Please try the following:-
- Exit game, restart device, return back to the game, wait for a bit to allow app background to load properly. Then check your inbox or send lives to friends; OR
- Disconnect your device from the internet, wait for few seconds, reconnect back your device to internet, check your inbox and send lives to your friends; OR
- Exit/log out from game/Facebook, reinstall Facebook, log back into your game via Facebook account, check your inbox and send lives to your friends.
Hope the above suggestions are useful for you. Please revert if you manage to send lives or if you should need help with other issues.
