Because you only need one more orange to make the 20 that Jelly Queen needs to throw her fan and spread jam across the top row completing the level since only one more was needed. Any 3 orange will do.

But I do so cautiously. I say that because I am not sure if the higher levels are that kind to you, meaning that since I have been on the 2400's I have encountered a situation that I don't know if it was a glitch, supposed to happen or not. Once I was on last move, (I don't remember which level) was using Nutcracker, had the timed fish, crushed 3 blue (I only needed 2) and bam, level was over. Nutcracker didn't do his thing and no fish either, which is what I needed. Have been saved many a time with the fish on last move, but don't know if the higher you get that sometimes if the game ends too quickly, you won't get that save.? Time will tell I guess, have had the same situation since then and everything worked fine, character did their thing and fish completed the task on last move and then the game ended with level done. (◠‿◕)

All you need to do is match the 3 orange candy on the top row and this will activate our wonderful Jelly Queen and she will strike the board and cover the last block with jelly. 🥰🐰

I agree with @Spinnifix that many players won't be able to reach level 3097 before your challenge ends. I am still working toward my 2000 level badge.

However, if your question is only how to complete the level in your screenshot, I would answer YES. I see that you have 19/20 orange candies required for our friend Jelly Queen to offer her help. So, with only one move left, I would make a match of three orange candies to unleash Jelly Queen's power. She will undoubtedly cover that last square with grape jelly.

Yes: Jelly Queen would never fail to spread jelly on that last square after the required orange candies she needs are collected with the last available move.

Yes it can be solved. The Queen only need 1 more orange. So I’d switch the orange one by the wrapped Candy with the green candy to make a orange striped candy. The one orange candy is enough to make the Queen do her special move and then it will be solved. 👍
