Hi Danielle. I am not sure why this would happen, but can you make sure that all the levels before it are cleared also? Also, can you clear the cache on your device to make sure that isn't causing an issue? Let me know if this helped. Thanks!

ThouShif, I can't promise that the Moderator can help you, but you can go here Lost Levels to ask about this. You will have to either make a new FB account or connect to The Kingdom to make sure your levels are saved, but I will ask about this for you. Thanks!

Jinjy, that is because the boosters and lives are stored locally on your device. Once you switch devices, there is no way to get those boosters transfered to the new one. Sorry about this, but you can always do the Sugar Drop Challenge to stock back up on boosters. It is a great way to do this. :) Good luck!
