That you can't pass this level without spending says a lot about the goal of this level.

You have 41 moves and a heck of a lot of boosters there!!!! LOL
It looks like you might be able to set yourself up with a fish to take out the cupcake biscuit and then an orange striped candy to take out the top row of the purple striped candy drop. If you get 2 drop together, then use them to spray a jelly line straight up and one across.
How many boards are there?

Hello everybody @DreamDancer @Spinnifix @channie8 I readjusted level 1675 and made it the 2nd time.
Since I don't know how to record a video, I took screenshots. Unfortunately, while playing I forgot to do it after every move.
I'm now gradually uploading them because I don't know if they all fit in here.
