Why does my total come up as $4.51 when trying to purchase a $3.99 bundle!

I purchased a $3.99 bundle last week and was charged $4.51. I tried to purchase another $3.99 bundle today, and when the confirmation to purchase cane up, the total showing was $4.51. Is this new. $3.99 used to mean $3.99

This is something that you will probably need to take up with whoever you make payment through. So if you use apple try apple support, google play try google support etc.
