I bought gold bars so that I could use them for the 24hour unlimited tickets. The Arena has been down all day and my hours are being wasted. Will I get my money back?

Yes, you can contact player support or get one directly from iTunes or whoever your App provider is. Player support don’t like parting with money and usually give you extra gold bars instead, but seeing that the RC is not going to be back anytime soon I would go to your App provider and get your actual payment refunded.
