Yes you can. Though unsure on how long the local data is stored for to get uploaded to server to update. Also whilst offline you cannot use the functionality to 'play on' when out moves or use bars to continue on those levels so bare that in mind. At least my experience.

Mackovix is right. Sometimes it can take a long time to pass a level. Sometimes the daily booster wheel or log in machine can really help to pass levels.
