Can a person who is on level say 10,000 and has claimed the milestone badge for 10,000. If this person has never claimed milestone for level 9,000, 8,000, 7,000 and below can he go back to the lower levels to claim those badges

Candy cup saga not fair players of lower levels competing with players of higher levels
I think it's unfair to make people who are over 2000 + levels to compete with beginners those of early level 5 and others because at higher levels it becomes harder. Why don't they create a system where people of lower levels compete with one another in the candy cup
