I have always this error in level 1457with several moves available  

it’s impossible to play and move forward.

See here target is chocolate break. But the amount of chocolate is not here, so you have to first help to grow chocolate. If you destroy all the chocolate, before the target is met, then the level will become OOPS   
Chocolate will be born from chocolate, so you should keep at least 1 chocolate until the target is reached.
