Assuming you don't want to use real money, you can win golden bars by placing in the top 3 in episode races. First place gets you 5 bars, second 3 bars, and third 1 bar. I have never spent real money on candy crush and I currently have 85. I believe I had over 200 at one point but I spent them on boosters . If you are not in the episode race right now, you can go to settings by clicking the pink gear in the top right hand corner and go to features.

@fope As @wdntulk2no says you can get them through the episode race but also by collecting sugar drops (candies with a "C" wrapper around them) and there are some great contests right here where you can win them.
