How come some players have more levels to play than others?

Am currently on level 6410 but have only 90 levels to the end. That will make 6500 in total while I wait for new levels to be loaded next week. But I read some players on levels well above 6500.

Last level Candy Crush Saga on Mobile is 6500 , and for player Windows 10 last level is 6590

Just finished Level 6500...only took about 7 years!! 😂

Any idea when new levels will be added for mobile—before I have to join a Candy Crush addicts group!! 😂

P.S. Not sure what the hub bub is all about—I never paid a penny to play this game—plenty of free boosters and lives from friends?!?! 🤔
