Fish not attacking Waffles in level 6517

The fish seem to not attack the waffles in level 6517 which makes the level much harder than expected. Is this a glitch or intended?

You can also take a break first and only collect boosters and then play it again. It's just a suggestion from me. Good luck

Not every fish goes to this target. It is intentional. So you have to play again until you make it. It's really bad in Candy Soda. Otherwise take booster or buy !!

I get that not every fish should go to the waffles, but in this level, and a lot of levels, 0 fish attack the target. Also, I understand that boosters may help me, but if I’ll get the boosters connected the fish will just mess everything up, so I don’t really want to use boosters.
