I had to reboot my phone because of a glitch. When I reinstalled the app all of my extra powers was erased. I’ve been saving my extra powers since I started and I’m on level 2970 now. I was wondering is there a way to get back all of my extra powers?

No your boosters are stored on phone memory and if you have to reset or you replace phone you lose all your boosters. Not a very good outcome at all, feel for you. Nothing that can be done

This stored booster can not be synced with the server, because the game studio still does not have this process.You will not be able to transfer the boosters to another device, you will lose the complete booster for app uninstalling or crashing.
