I need help on Level 964

Why isn’t this level difficulty [Nearly Impossible] like level 2005 is. I used boosters everything and still not able to complete this level. There is not enough moves and the icing layers are thick. Only two hot wheels are not enough either. I think this level is Nearly Impossible.

Level 964
This level has easy difficulty. For this level you should try to play from bottom to break the blockers and shuffle candies as it will give chance to make special candy. Combine special candies to each other to break the blockers. Or play near to ingredients to take them to the bottom.
