The Extra Moves Wheel as all extra features or bonuses in the game may not always be available or can be found in the same version as previously.
Therefore you may not have the wheel available at times or no free spins are possible.

@TerriSpence Hi and welcome. The free spin is a test feature and test features are groups of randomly selected people. So this just means you are not in this test group at present but you could be again in the future. I play multi device and still have this feature left on one of my games but i have been removed from the test group on 2 other devices.
Also why you are hear have you checked out the contest area. There are quite a few challenges with the chance to win gold bars for your game. Always worth trying to collect gold for your game
