Win moves is a bonus feature and like all other bonus features win move is also not a permanent part of the game. Therefore there is no guarantee that it will always be available to you all the time in your game. Having said that it may also be unavailable due to some temporary issues. You please keep your application upto date. And we hope that it may appear to you any time soon.

The test group excuse is a scripted answer, click here to see more of 'em.
Now you've gotta try solving your current level in the required # of moves if you don't want to deal with that.
King are getting petty & stingy nowadays...
