Understood you are trying to purchase items in the game shop and is not working for you.
May I know whether you have successfully purchased items before? If no, pls log out from you game and account, disconnect your device from internet, wait for few seconds and reconnect back, then log back in and check whether you can access the shop.
Also, please ensure that your in-app purchase setting is activated and there is no change in your payment info esp credit card, that is not expired. Please ensure all these are in order.
