why is level 3455 only have 12 moves, not like the help video , why is this level impossible

For this level try to play from bottom part of the board and make special candy. Combine them with each other to break the blockers and yellow candy.

They closely monitor a game's difficulty and listen to player feedback about certain levels or features, and at times may decide to tweak certain aspects to enhance the player experience.

This can sometimes mean that videos available online do not reflect the current in-game content. 

To complete all order goals try to crush candies more from bottom part of the table or near to blockers to break them. That will help to clear more board and more candies will be available to play. Try to mix more same color candies to make special candy and combine them. Its a very hard level but still passable.
