The Extra Moves Wheel as all extra features or bonuses in the game may not always be available or can be found in the same version as previously.
Therefore you may not have the wheel available at times or no free spins are possible.

The Free spin wheel is a bonus feature and with all bonus features they are not always guaranteed to be in your game, they are given to groups of randomly selected people. So this just means your not in that group at the moment but you could be again in the future. Nobody gets every feature available
I play multi device and still have this on 2 devices but lost it on my third

Some features have been removed from the game
and some changes have been made to improve the game...Disregard that script, as it's complete & utter rubbish.
But they (King) are basically getting petty & stingy nowadays, you can read about the issue here (among other smaller threads).
Now you've gotta try winning your current level in the required # of moves if you'd rather not deal with that...

Please note that win moves is a bonus feature. And like all other bonus features/events it is not the permanent part of the game. Therefore it may appear , disappear and be replaced any time. However having said that it may also be unavailable due to some technical issue. So you have already uninstalled the game it means it is uptodate so be hopeful that it might return to you soon.
