Slow internet, Game not connected, or some other reason, you may face such problems. You can check out some troubleshooting below.
Reset/Clear cache data from App Store - Check app update - Log out game - Restart Device - Open game and Log in.

@Targoool Hi and welcome, The Free spins feature is a bonus feature and is not always guaranteed to be in your game, It is given to groups of randomly selected people, so this just means your not in that group at present but you could be again in the future. It can also be missing due to temporary problems
To make sure your getting the features available to you check your game is up to date and log out and restart your device , then log back in. regularly do this to keep your game as up to date as possible

Please do the standard troubleshooting process by Log out, update your game application, restart your device and login again. If playing through browser please clear cache/history and restart your device and try again.
Check your internet connection if it's connected or see if the connection is slow it might be causing the issue with not allowing you to send lives.
As far Spin wheel issue is concerned. It is a bonus feature and like all other bonus features it is randomly awarded to different players by the system. You will get that feature once you will be selected by the system on Random basis

The Lives Exchange feature is available in everyone's game's and you can exchange lives from the message icon.
According to your screenshot your game does not have extra spin wheel and the extra spin wheel belongs to the test group.Test features are distributed using a Random, which cannot be modified or managed at any time.😌
