colour bomb + colour bomb is the best option.
However, the most important part is "focus on popcorn/liquorice shell"

@bharat_123 Hi Again, Just remember each popcorn needs 3 hits, so a colorbomb +colorbomb Combo will give two hits to each popcorn but they will still need one more hit to open. Also if you have a coconut wheel booster this can be really handy on this level. The top two center popcorn are the hardest to get so if you can get the wheel to hit these will help loads

@bharat_123 Hi and welcome, Video below should help you with some hints and tips on completing this level. Try to get the color bombs in twos by making horizontal candies and then combining the two together in the middle column

For this level try to play from the bottom of the board to shuffle the candies and make striped candy as you get the chance. Try to combine special candies with each other like make striped candy with colorbomb or wrapped candy to break the blockers and move ingredients to take them out from the board.

This is my strategy to beat the level 1322 Candy Crush Saga without boosters.
Stripes, stripes and more stripes! This is what you will need to get the fruit out of the exits on level 1322.
Colour bomb/stripe combos is possibly helpful but I found that combo almost useless as the stripes usually either went the wrong way or went through squares without popcorns in them.
Stripes and stripe/wraps will do the job and if you can uncover two colour bombs side by side switch them together to grow the others by one stage.
You have to clear all four popcorns to get all the fruit out so you need to plan your moves carefully and don't waste any as there are not many moves to spare.
