can't connect with app store

I can play the game, but my profile picture is gone, and when I want to connect with the app store to buy extras, like extra plays, I cannot. If I try to sign in again, I get the message that there are connection issues.

Reset/Clear cache data from App Store - Check app update - Log out game - Restart Device - Open game and Log in.

That is the error message that I received, and yes, I did change password, but only after I started having problems

How do you Reset/Clear cache data from App Store when you're playing on your laptop? How do you Check app update from my laptop and restart device? I'm playing on my laptop and can't participate in any of the races or earn anything. Please help.
