I have the same experience as you before and usually that happens when you're not connected to the game server at that point of time. However, you are still able to spin that wheel once the server is back on track so I'm not sure why you weren't able to spin again because I could after I've checked that wheel when I play my game.
Anyway, if the same issue repeats itself, please follow the advise given by our Mr Sukanta.
