Hello @amtunnell sorry to hear you have wasted a purchase. Some levels do not allow the use of boosters, and they look like what you can see below.
Is this what you mean by 'locked out'?
If this is what you are referring to then you can try contacting Player Support for a refund, but I am not sure how they would treat this situation.
Personally I think that they should refund you as the game does not let you know when boosters are going to be locked. This results in your situation whereby you buy a booster package and then can't use it.
