Payment not working... again

I know there was an issue that was resolved several weeks ago, but I'm having the same issue again - it's not connecting to Paypal for purchases.

This has always happened sometimes, but it has started happening for days and weeks on end. This is the same experience I was having in March. Then it started working again, but in the last couple of weeks it's back to giving this response the vast majority of the time.
