Boosters are connected to the memory of the device, which is why you will not find your boosters on the new device but only your gold bars and your progress.
If it was an iPhone you were upgrading to, the transfer data feature between iPhone's should keep your boosters... I've upgraded to new phones and kept my boosters using that feature :)
