Well @__MULLIGANACEOUS__, I suppose the simple answer is that levels have so few moves because King always remove moves from levels a couple of days after they have been released.
If you are actually asking why do King always remove moves after they have been initially released well that is a question that can't be answered in the Support area of this forum. Only King know why every level is reduced to 20 moves or less after their Windows release and they don't seem likely to tell us why.
