I am lost. I had over 1000 gold bars and used some. I keep winning games but though I win 3 stars on piggy bank page, they are not adding on to my bars. Are they going into the piggy bank now which means I need to pay to release them as I gave never had to do that before and if I do pay do I only get 30 added to my total?

The piggy bank is basically a special offer for you to buy a gold bars bundle. So yeah, you gotta make a purchase in order to receive the stored gold bars.
This said, I'd strongly advise you to NOT do it, as people have been reporting a bug for a long time now where you lose free features such as getting ads for various purposes when you make a purchase with real money.
You may wanna reconsider your gaming habits to better suit your needs instead, e.g. playing fewer levels per day, focusing more on Choco Box, Daily Win, Candy Royale, Sweet Cinema, Treat Machine, Booster Wheel - whichever you have available. The choice is yours.

Is there only 30 in there or do you get all you have won in games?

I haven't upgraded my piggy bank, so can't say from personal experience but it sounds to me like you get just the 30 bars that are stored in it. The next upgrade probably gets you more. Keep in mind the possibility of losing in-game ads though.
