The levels in Candy Crush are constantly revised and optimized by the studio.
If the levels are done too quickly by the players, it may be possible to reduce the number of moves. I know it's not nice for you. I, too, experience this again and again.
On the net, I could only find videos that have at least 23 moves.

Level 3559 reduced moves now with 15. They are tweaking and updating many levels at the moment. Some levels to harder and other to more easier. Therefore the versions can be different on different devices until all platforms are updated.
