Believe it or not yes. Many people don't know since almost all the time the orders locks are completable.

Hi @MajorMinimalBrowning a very useful thing in the game that not a lot of people know is that you can hammer order locks. The amount of orders on the lock is the amount of lollipop hammers you need. In your case it says one yellow so you can use one lollipop hammer to hit the lock. That should clear it out.
